Former Slovak Foreign Minister Jan Kubis will succeed Ghassan Salame as the new UN envoy to warring Libya.

The United Nations Security Council has approved the appointment of veteran diplomat Jan Kubis as United Nations envoy to Libya almost a year after the resignation of the last mediator.

UN Secretary-General Antonio Guterres has proposed that Kubis succeed Ghassan Salame, who left his post in March last year due to stress. Salame’s assistant, Stephanie Williams, has been sent to Libya on an interim basis.

Kubis, former Minister of Foreign Affairs of Slovakia, is currently the United Nations Special Coordinator for Lebanon. He was also a United Nations special envoy to Afghanistan and Iraq.

Oil-rich Libya was plunged into chaos after a NATO-backed uprising in 2011 toppled and killed longtime dictator Muammar Gaddafi and divided the country between the UN-recognized government in the capital, Tripoli, and rival authorities based in the east.

Each camp is supported by a range of local militias as well as regional and foreign powers.

Since last year, the two sides have held UN-led talks to appoint an interim government ahead of elections later in 2021, but they have so far failed to agree on a mechanism for vote.

Williams has garnered praise for his handling of these discussions. UN spokesman Stéphane Dujarric said on Friday that the UN mission in Libya had reported “significant progress” in the negotiations currently underway in Geneva.

The job in Libya was expected to go to Nikolay Mladenov, the UN special envoy for the Middle East peace process, but at the end of December he turned down the offer for personal reasons.

There were objections against two previous candidates, and the United States then insisted that the work be split between a special envoy in charge of diplomacy and someone to lead the UN operation.

The UN announced the appointment last month of Raisedon Zenenga of Zimbabwe as Deputy Secretary General and Coordinator of UNSMIL.
